Pedullà claims that the original €5m Torino offer was rejected a couple of months ago, because Fiorentina are asking for at least €8m plus €2m in add-ons.
He also notes that Fortini is ‘not convinced’ by the proposal from abroad, which is believed to be that of Hull City, so would prefer to remain within Serie A.
With the loan and option to buy, the cost of the operation can be spread out more.
Torino are hamstrung by needing to wait and see if Roma purchase Italy Under-21 international Alessio Cacciamani from them, which would make room for Fortini in their squad.
